Is there such thing as a short-hair breed of Maltese dogs?

No. All purebred Maltese develop the long hair. If you don't like the long hair, just ask the groomer for a puppy cut.

Not that I have heard of. Try to good to a dog breeding website. Maybe there is a special breed.

No. If fact the coat is an important characteristic of the breed.

From the Standard:

Coat and Color

The coat is single, that is, without undercoat. It hangs long, flat, and silky over the sides of the body almost, if not quite, to the ground. The long head-hair may be tied up in a topknot or it may be left hanging. Any suggestion of kinkiness, curliness, or woolly texture is objectionable. Color, pure white. Light tan or lemon on the ears is permissible, but not desirable.

No, the long hair is one of the traits people who own Maltese love them for!If you don't want a long-hair dog you need to either look for a short hair breed or take your Maltese in to a groomer and have them give it a puppy cut, though I don't know why you would want a Maltese if you didn't like long hair.
